Draft law on mobilization submitted to Zelenskyy for signature.
The draft law on amendments to certain legislative acts of Ukraine on certain issues of military service, mobilization and military registration (No. 10449), supported by the Verkhovna Rada on April 11, was sent for signature to President of Ukraine Volodymyr Zelenskyy.
As reported on the bill card on the website of the Verkhovna Rada, the bill was returned with the signature of spokesperson of the Ukrainian Parliament Ruslan Stefanchuk on April 15, and on Tuesday, April 16, it was sent for the signature of the head of state.
As reported, bill No. 10449 at the second reading was supported by 283 MPs at the plenary session of the Verkhovna Rada on April 11. The Servant of the People faction gave 192 votes for it, European Solidarity – 0, Batkivschyna - 2, the deputy group Platform for Life and Peace – 18, the Holos faction and the Vidnovlennia Ukrayiny group – 16 each, For Maybutne group - 12, Dovira group -15, non–fractional - 12. The law will come into force a month after President of Ukraine, Volodymyr Zelenskyy, signs it.
The bill provides for the granting of a deferral from mobilization during martial law to more than 25 categories of persons. The bill introduces basic military training and excludes conscription, and also makes it possible for voluntary direct conscription of military personnel into military units through recruitment.
The draft law on mobilization provides for the reservation of conscripts from conscription into the Armed Forces of Ukraine – all civil servants of category "A" and no more than 50% of categories "B" and "C". Some 100% of the reservation from mobilization applies to public authorities, the National Police, the National Anti-Corruption Bureau (NABU), the State Bureau of Investigations (SBI), the Prosecutor's Office, the Bureau of Economic Security, the State Emergency Service, the courts. The 100% reservation is also provided to enterprises that are critical to meeting the needs of the Armed Forces, which have set mobilization tasks.
The bill provides for social protection for military personnel and the preservation of cash payments to those undergoing long-term treatment, including abroad. The document guarantees the payment of one-time monetary assistance to family members of a serviceman in the event of his death during the period of martial law in the amount of UAH 15 million.
In addition, the bill grants the right to military personnel who have signed the first contract for military service to receive a certificate for the purchase of a vehicle.
