Fire Brigades Union general secretary Matt Wrack has told Sky News its members are considering a new pay offer.
He said the FBU had been able to secure a 7% pay rise offer because its members were able to negotiate with their employer rather than having an offer imposed on them by a pay review body.
Mr Wrack said: "In some of the other public sector disputes, there are pay review bodies who effectively, it seems to me, impose pay offers on workforces without negotiations.
"The difference with us is we don't have a pay review body and frankly, we don't want one.
"We actually negotiate with our employers and that allows some movement."
