Health minister Maria Caulfield has told Sky News the government is focusing on next year's pay award for nurses.
Her comments come on the biggest ever day of NHS strikes.
Nurses and ambulance staff will strike in parts of England on Monday - Royal College of Nursing members in a third of England's NHS trusts will walk out in a row over pay and conditions.
They will be joined by members of two ambulance unions - the GMB and Unite - as both sectors walk out on the same day for the first time.
