Paul Nowak, the General Secretary of the Trades Union Congress, has said Prime Minister Rishi Sunak and Chancellor Jeremy Hunt have been "missing in action" over talks to avert strike action.
Mr Nowak added that the government "is all about political choices... and I'm afraid this government has made the wrong choices".
He added: "Now, Gillian Keegan is right to a certain extent. It's Rishi Sunak and Jeremy Hunt that needs to make the money available to fund a decent pay rise.
"And so far the Prime Minister and his Chancellor have been missing in action."
