Biden administration scrambles to build emergency shelters for unaccompanied migrant minors.

The Biden administration is scrambling to build temporary emergency shelters for the soaring number of unaccompanied migrant children who entered the U.S. More than 18,000 such children are in U.S. custody. CBS News Homeland Security and Justice reporter Nicole Sganga reports from outside a facility in Donna, Texas.
