Fighting between Armenia and Azerbaijan over the disputed region of Nagorno-Karabakh has entered its second month – after a third cease-fire failed on Tuesday. The region lies within Azerbaijan but has been under the control of Armenian forces since a war there ended in 1994. A truce brokered by the US failed to take effect Monday - just like two earlier truces negotiated by Russia. Armenia and Azerbaijan continue to blame each other for ceasefire violations.
