Labour leader Keir Starmer reacts to Boris Johnson's plan for "levelling up" the UK.

At his speech in the West Midlands, the Prime Minister said that levelling up was not a "jam-spreading operation" and insisted that the strategy is not "robbing Peter to pay Paul".
