Former US ambassador to NATO, Kurt Volker, has told Trevor Phillips it was "more likely than not" Russia will invade Ukraine.
He was speaking after a deadlock in talks aimed at easing tension in the region.
The US has warned that Moscow is planning to launch "false-flag" operations in Ukraine to trigger a pretext for invading.
