The Cabinet of Ministers has supported the draft law “On Amendments to the Law of Ukraine ‘On Principles of State Regional Policy” which aims to improve the mechanisms for implementing state regional policy and increase its efficiency.
The relevant decision was made at the Cabinet’s meeting on March 24, an Ukrinform correspondent reports.
According to the explanatory note to the draft law, the document provides for a change in legal, organizational, financial and other mechanisms for implementing state regional policy. In particular, it defines a single system of documents for strategic planning of regional development and strengthens the link between the State Strategy for Regional Development, regional development strategies and documents for strategic planning of territorial communities’ development.
The draft law clarifies and expands the powers of the Ministry of Communities and Territories Development of Ukraine in matters of strategic planning of regional development and coordination of the activities of central executive bodies in the process of implementing state regional policy. In addition, the document introduces provisions on the mandatory elaboration of development strategies by village, town, city councils.
The document strengthens institutional support for regional development, in particular, gives regional development agencies the right to provide paid services, expands the list of their founders through city, town and village councils, and specifies the mechanism and procedure for monitoring and evaluating the implementation of state regional policy.
The Law of Ukraine “On Principles of State Regional Policy” was adopted in 2015.
