According to him, the new gas pipeline will be more than 14 kilometers long and will pass through the territory controlled by the Ukrainian government. The project cost is UAH 58 million ($2.21 million), half of which will be paid by Avdiivka Coke Plant, and the other half is allocated from the regional budget.

"We are now delivering the pipe, have prepared the equipment (partially rented from the military, partially from the contractor), getting permission from HASK [regulatory agency - ed.] and, contractors say, they need 40 days from the beginning of pipe laying to have the gas running to Avdiivka," Zhebrivskyi wrote.

He said "the key problem in the project was the pipe."

"Let me put it right away: we gave up the cheap Russian [pipe] and chose the quality that domestic producers provide. However, there were issues with Donetskoblhaz, which did its best to ensure that we did not buy a pipe cheaper by UAH 17 million. In a strange way, they determined the company where we have to buy pipes, but we found a manufacturer who meets the standards as set by Donetskoblhaz.

"The contractor even conducted tests to resolve all quality issues, but Oblhaz was relentless and refused to deal with "not our pipe." We were only able to collect technical documentation and design and estimate documentation that was ordered and paid for by Avdiivka after law enforcement agencies were involved.

"There are huge questions to Donetskoblhaz: there is a suspicion that Kurchenko [fugitive Ukrainian oligarch - ed.] is the final beneficiary of 60 percent of regional gas companies. This matter was redirected to law enforcers, and this issue is being addressed," Zhebrivsky wrote and promised to arrange gas supplies to the city before cold weather.
