The best way to help Ukraine would be to make it a strong democracy, attractive to the residents of the country’s east, the newly appointed special representative on Ukraine settlement, Kurt Volker, told the Voice of America.
“We need to have Ukraine, which is a sustainable, resilient, prosperous, strong democracy, so that it would be attractive to the regions in the East, and [be the place]where disinformation and propaganda attacks don’t really have much traction,” he said in his recent interview with VOA Ukrainian service.

Volker has said he does not think "banning information in any context is the right way."
